Who Gets It First, and Was the Spending Worth It
October 29, 2026, Beijing time. A staged release of Gemini 4 Carbon, Microsoft and Google earnings, an Anthropic team-usage report, and data-center resistance: five top stories, eight briefs, one open model, one paper, and one conversation. The main news window runs from October 28 at 06:00 to October 29 at 06:00 Beijing time (UTC+8). The source catalog uses its own 36-hour window, from October 27 at 18:00 to October 29 at 06:00, left-closed and right-open. The older interview keeps its original date and is not counted in the catalog total.

Satya Nadella: spread it widely, and bring in third-party testing

Satya Nadella is chair and chief executive of Microsoft. He joined Microsoft in 1992, became chief executive in 2014, and previously led cloud and enterprise. All-In is a business and technology discussion show. The conversation collected here is about the pace of AI, Microsoft's strategy, and industry competition.

In this mid-September 2026 conversation, Nadella says the value of AI is that the technology spreads across industries, which requires choice and competition. He also says he strongly favors bringing in third-party testing organizations, and compares current frontier models to an empirical science that needs controlled experiments. This is a view from more than a month ago, not a response to today's news. Set against this issue: Google gave Carbon a staged release and joined a government pre-release test, while Microsoft's results show a deep financial tie to OpenAI. How to hold diffusion and testing together is the question those two stories share. This is a paraphrase, not a verbatim quotation.

01MLE-World: predict the result of a machine-learning experiment before running it
Research agentsv1 submitted October 27, 2026, at 13:01 UTCAuthors' results on a specific task set; not peer reviewed

This preprint, submitted to arXiv on October 27, addresses the cost of an AI research agent that has to really train once for every idea it tries. It proposes MLE-World, a world model fine-tuned from Qwen3.5-4B. Looking only at code and a data description, it predicts the program's errors, training logs, and validation score, and gives a confidence. An agent can compare several candidates first and really execute only when confidence is low. The authors report that on 17 MLE-bench Lite tasks, its predictions matched real outputs for held-out programs 77.9 percent of the time, against 41.1 percent for a larger prompted model. Plans guided by it improved average performance by up to 22.1 percent with fewer real executions. Those are the authors' results on a specific task set. The paper has not been peer reviewed.

NVIDIA released the open-weight speech model Nemotron 3.5 Transcribe on Hugging Face. The same checkpoint supports transcription in 40 languages, translation between 31 of them and English, speaker separation in 13 languages, and audio question answering. A single recording can run up to about one hour and label up to 8 speakers, and a natural-language prompt can control the output format. Released with the model are the Granary v2 data pipeline and a fine-tuning recipe. NVIDIA reports that in one case, fine-tuning cut the word-error rate for unseen speakers by 45.8 percent relative to the best prompting setup. Those are the publisher's tests. Coverage notes · Incomplete · 40/50 checks recorded

Coverage is incomplete. The 05:00 upstream receipt had not been submitted when this issue was prepared. This issue was finished by collection and follow-up on this machine at 06:00: 50 sources planned, 40 complete, 8 partial, and 2 failed. Core sources that were not complete: xAI and arXiv. xAI, Qwen, DeepSeek, ByteDance Seed, MiniMax, and StepFun were checked only as static pages, without a browser render, and are not written as having no updates. OpenReview and the EU digital-strategy page were refused. arXiv was checked only for the papers used, not for the full day's announcement list.

The source catalog has 85 items, 84 in news and 1 paper, screened on the 36-hour window from 18:00 on October 27 and deduplicated against the previous seven public catalogs by normalized link. Most catalog entries are title-level. They are not a full-text check or an endorsement. Hitting a count does not mean coverage is complete. The conversation is a historical interview, with its original date, and is not counted in the 36-hour catalog.

Coverage gaps reflect incomplete checks; they do not establish that a source had no updates.
